Cornwallis is known as the father of Indian civil services.
The reason behind this:-
The East India Company from the beginning carried it's trade through the English servants.They were paid low but allowed to trade privately.Hence they looted the Indian merchants, peasants in every possible way.
In 1786, then Governor-General Lord Cornwallis realised that the servant's wouldn't be honest unless they were given adequate salaries(Because Civil Service is the “Steel-Frame” of any Country) . So, he reformed the Civil Service and increased their Salaries. In fact, the company's Civil service became the highest paid service in the World.
