Is "youtube" part of "Google", if yes then why CEO of both companies are separate?

I have searched so many sites and i get to know that "Youtube" is owned by "Google", is this true?
If yes then why CEO of both companies are separate?

This is perfectly OK to that one company own another and keep it as separate legal entity in that case both the company can have a separate management structure.

Now (after restructuring) google and youTube both are owned by parent company called Alphabets. Parent company CEO is Lerry Page, Google CEO is Sunder Pichai and YouTube CEO is Susan Wojcicki.
